COVID-19 Response Project in Ajmer | THEME(S):Social Safety Nets GRANT AMOUNT: $13,000 PTF SHARE: $3,000 PTF is co-funding a project with the Indian Development and Relief Fund (IDRF) to facilitate and complement local government’s efforts to provide immediate relief to migrant workers whose lives have been disrupted by the corona crisis in Ajmer. This will entail distributing grocery and hygiene kits to 880 households (4400 family members) of migrant workers and raising awareness on COVID19 and related social programs. CFAR will work with local governments to help identify marginalized migrant households and apprise them of the services and facilitate access to social safety net for those who are being excluded so that they can avail benefits beyond the transitional period. Building a Coordinated Response to Prevent and Reduce Gender-Based Violence in Rajasthan, India | THEME(S):Health GRANT AMOUNT: $51,000 Rajasthan has long been acknowledged to be an area in India where women’s low status is a cause for concern. Gender based violence (GBV) is deeply rooted and embedded in the patriarchal traditions. Traditional authorities inhibit and deter mandated safeguards for the rights and entitlements of women, girls and marginalized groups. Citizen Engagement on Anti-Corruption in the Gambia | THEME(S):Anti-Corruption GRANT AMOUNT: $52,000 This program is aimed at alerting Gambians to the scope and nature of corruption. Health Transparency Initiative in Kasangati, Uganda | THEME(S):Health GRANT AMOUNT: $21,500 This project is a follow-on to the CAP program funded by PTF from 2014-2019. The updated program is designed to measure influencing factors of context, incentives and decisions surrounding the management of public health systems that taken together affect the availability and quality of public health services. Anti-Corruption Media Competition | THEME(S): Education GRANT AMOUNT: $15,000 The project name carried out by Zorig is 'Today or....it may be too late' with one primary goal - to bring the issue of fighting corruption to the forefront. The core of the project was to organize a contest on anti-corruption and involve prominent journalists, media representative and judges in preparing the contest guidelines, promote the contest announcement and attract citizens interest to the issue of combating corruption. Award winning essays were published in the daily newspaper Onoodor. The contest was widely publicized in the media and reached a wide number of people. As a result many people including participants in the contest learned about the issue of corruption and its damage to society as a whole. Karachi Water and Sewerage Board Integrity Pact | THEME(S): Water and Sanitation, Procurement GRANT AMOUNT: $21,212 The Nedians helped the government water board apply an Integrity Pact that was appropriate within the local context, complete with the necessary legal and technical framework.The winning bid for the project came in at $3 million below the KSBW engineers’ original estimate, which had been determined based on historical data prior to the implementation of the Integrity Pact. According to the Nedians, a group of engineers with extensive public works experience, the savings on the project amounted to $16.8 million thanks to the greater transparency in the awarding of contracts. Monitoring privatization of the telecommunications and water supply companies | THEME(S): Water and Sanitation GRANT AMOUNT: $14,676 In December 1999, Transparencia Paraguay (TP) was invited by the President of Paraguay to monitor the work of the National Secretariat of Reform in the privatization of the telecommunication and water supply companies, ANTELCO and CORPOSANA. The objective was to ensure a clear, open and transparent bidding processes for all participants, reducing inappropriate discretion of public officials in decision-making. TP saw this project as a way to build the confidence of the general public through the prior discussion of the bid documents, clear specification of the evaluation criteria and equal access to information. As a result of this project TP produced reports on: (a) bidding for contracting a consulting firm for the design of a strategic plan to open the telecommunications market (b) bidding for the contracting of an investment bank to advise the government on the process of private participation related to ANTELCO, (c) bid evaluation for the contracting of an investment bank to advise the government on the process related to CORPOSANA, (d) bidding for contracting a law firm to advise the government on both privatizations, and (e) contracting a public relations firm with respect to both privatizations. Health Transparency Initiative | THEME(S): Health GRANT AMOUNT: $20,000 This report is based on a one year pilot interventional study undertaken by Jananeethi in Thrissur District of Kerala which was implemented with the support from Partnership for Transparency Fund (PTF) U.S.A. The broader objective of the study was to improve operational quality and efficiency of healthcare services reducing corruption in health service delivery. The report is exploratory in nature rather than being a statistically rigorous study focused on specific institutions and stakeholder groups. The study was conducted through academic research and field work. A Web-Based Local Procurement Assistant | THEME(S): Procurement; ICT GRANT AMOUNT: $5,000 The project focused on providing a first-step solution to one of the biggest problems in the country - the lack of transparency and fair play in procurement procedures. This was achieved by establishing an interactive tool followed by a specialized website to answer enquiries on procurement legislation and regulations. The intended users were lawyers, companies potential participants in future tenders, journalists, civil society organizations, and more. Business and Municipal Good Governance Fellowship Program Completion Survey | THEME(S): Capacity Building for Civil Society Organizations GRANT AMOUNT: $2,000 The project main objective was to empower young leaders and entrepreneurs with the skills and knowledge necessary so that they know how to deal with corrupt practices when they encounter them and cope with the legal and regulatory challenges when entering or trying to enter civil service. Enhancing the Effectiveness of Citizen Charters | THEME(S): Research GRANT AMOUNT: $15,000 Delhi State Government sought the help of TI-India, a local civil society organization, to tackle endemic corruption. A study was piloted in a few selected offices located in Delhi with the aim of developing a realistic anti corruption action plan which can be tried out in these offices, and thereafter, extended to other departments in a phased manner. The departments selected for this project are Food and Civil Supply, Transport, Sales Tax, Health and Electricity and Water. The Delhi Development Authority and the Income Tax Department of the Government of India were also participating. Gender-Based Violence Regional Training | THEME(S): Gender GRANT AMOUNT: $15,000 The Gender Based Violence project covered 4 Balkan countries (Albania, Bosnia and Herzegovina, Macedonia and Serbia) and came about in response to a request by network members for training on representation of victims of gender based violence. The objective of this regional initiative was to sensitize and train lawyers on the unique needs of the victims and their protection under domestic and international law. A comprehensive two-day course was held to raise awareness on the psychological dimensions of the crime and to sensitize lawyers to the unique dynamics of domestic violence as well as the impact trauma and violence have on children and their development. Monitoring Government Initiatives to Address State Capture | THEME(S): Rule of Law GRANT AMOUNT: $11,900 With PTF support, between April 27 and May 9 2002 CSD held a series of six working meetings, which set out the main elements of a national anti-corruption strategy and reviewed draft anti-corruption legislation. These were summarized in a report that was considered at a National Workshop, which launched a new Coalition for Transparency. The Workshop, attended by 110 prominent personalities, endorsed the main themes of the report and made additional suggestions with regard to the proposed legislation. The Coalition now has 69 members consisting of parliamentarians, civil society and business leaders, Buddhist clergy and other distinguished figures in Cambodian society. Donor funding for a work plan is being sought and 1,500 copies of the Workshop proceedings have been distributed. Strengthening Capacities of Duty Bearers and Empowering Rural Women and Children Against Gender-Based Violence | THEME(S): Gender; Youth Empowerment GRANT AMOUNT: $29,931 The objective of this sub-project was to reduce incidence of Gender-Based Violence in the Province of Agusan del Norte by strengthening capacities of “duty bearers” and empowering women and children “rights holders”. Youth Highlighting Corruption Using Technology | THEME(S): Education GRANT AMOUNT: $32,000 The ‘Vijana Tumulike Ufisadi’ project sought to promote Kenyan youth taking action against petty corruption, particularly in the fund management under the education sector. Using the established Anti-Corruption Coalitions, we monitored the management of public funds budgeted for educational purposes and gauged the level of petty corruption existing in these processes. The SMS Interface Platform was used as the primary tool for collection of data and transmission of relevant information. Thus through the project, we believe that young people’s right to access to education was be safeguarded and the global aim of eradicating petty corruption was be promoted. The project was implemented in the three counties already specified: Nairobi County (Pumwani and Kibera areas), Isiolo County and Siaya County, through four established anti-corruption coalitions namely Nairobi North Anti-Corruption Coalition, Kibera Anti-Corruption Coalition Network, Siaya Anti-Corruption Coalition and Isiolo Social Audit Group. Community Engagement in Fight against Corruption and Improve Service Delivery in Brahmapur city of Orissa, India | Project Objectives - To engage citizen monitor and civil society to monitor public service delivery (PDS, ICDS and DW) with the knowledge acquired during phase-2. To ensure qualitative and quantitative service delivery (PDS and ICDS) to the appropriate beneficiaries within the stipulated time. To promote good governance (transparency, accountability and participation) in Berhampur city of Orissa. Top three results: 1404 eligible but excluded households got Poor Left Out (PLO) ration cards in the project area. All 59 PDS shops in 10 wards follow all the stipulated rules and 78% of households getting safe drinking water in 13 slums. YSD engaged communities and citizens to monitor service delivery as a part of its attempts towards reducing corruption. Training was provided to volunteers and community members on corruption fighting tools like RTI, techniques of monitoring (Social Auditing) and advocate for transparency, accountability and improve service delivery. Networking was undertaken with the other NGO’s, intellectuals and media specifically with city level network (CAC) and district level network. As a part of the network, best practices, knowledge was shared apart from providing training to advocate and continue engage with service providers. Capacity-building, Social Auditing and Advocacy for a Stronger Educational System | THEME(S): Education, Capacity Building for Civil Society Organizations GRANT AMOUNT: $35,000 Activities included leading CSO social audits to verify teacher attendance at schools, monitoring the number of school days offered per year and observing and recording notes on the way teachers are hired in order to decrease the hiring of unqualified teachers. There were training sessions for all CSO participants to support appropriate monitoring. The proposal was modest, and well within the capacity of ASJ/TH. It was well-defined, including clear sections on risks and results indicators. Consequently, the relevance and design of the project should be rated 4 (on a scale of 1-5). The project outputs were more than projected. Ten municipalities (instead of 8) were covered, 130 local participants (instead of 60) were trained, 250 copies (instead of 200) of the results report were distributed, 310 people participated at the press conferences, the results were published on 3 websites, there were 13 meetings (instead of 12) with representatives of public institutions, international organizations, and NGOs, and there were 8 (instead of 3) radio/TV programs, 4 (instead of 2) on-line publications, and 3 (instead of 2) mass emails. Combating Corruption Through School-based Monitoring of Education Services in the Philippines | THEME(S): Education, Public Sector Management, GRANT AMOUNT: $35,045 Civil society in the Philippines made a lot of effort to ensure transparent and accountable delivery of education services. G-Watch successfully institutionalized transparency and accountability mechanisms in the Department of Education education service delivery such as tools and technology for building capacities for citizens, communities and government officials. G-Watch generated important lessons in sustaining citizens participation in monitoring the government by implementing this project objective: Combating corruption through school-based monitoring of education services - Establishing local hubs. The Local Hubs served as intermediary groups providing capacity-building, monitoring tools, and serving as transmission belts for receiving feedback. At the end G-Watch produced a report called 'Lessons and Recommendations in Sustaining School-based Monitoring' which gathered lessons learned and experiences from past efforts in monitoring education services, pilot-testing of Local Hubs, recommendations from relevant stakeholders on drafting a strategy and action plan in sustaining a decentralized/school-based monitoring. The overall goal of the project was to reduce the corrupt behavior of students, teachers, parents, school administrators and government officials involved in the high school academic system in Soroca in order to improve the quality of the education system. This project built on the result of the first Soarta/PTF education project resulting in measurable reductions in corrupt practices within the education system. Promoting Accountability and Responsibility for Improved Basic Education in Ghana | THEME(S): Education GRANT AMOUNT: $26,500 This was SAVE-Ghana’s second project with PTF, and this project targeted corruption at 7 schools in rural Ghana. Specifically, SAVE-Ghana targeted chronic teacher absenteeism, the practice of having “ghost teachers” on the payroll, schools collecting school fees from parents which the central government already pays, and the practice of teachers taking their students to the teacher’s farms and making the students work on the farms for the teachers. The proposal called for mobilizing stakeholders at the 7 schools by engaging, organizing, educating, local authorities, parent, and teachers, and by strengthening parent teacher associations and school management committees. One aspect of the plan was to include the monitoring of teacher absenteeism. The project was carried out through training workshops and meetings, as well as publicity generated through radio appearances organized by SAVE-Ghana. Follow-up Project to Reinforce the Capacity of the University of Buea to Undertake Concrete Actions Against Corruption | THEME(S): Education, Capacity Building for Civil Society Organizations GRANT AMOUNT: $30,000 The first project at the University of Buea focused on raising awareness about the problem of corruption, strengthening the internal mechanisms to curb corruption and launching a new strategy to fight corruption at the university. School Resource Management Project | THEME(S): Education GRANT AMOUNT: $21,300 Their plan of action was to implement a program for improving the capacity of school management committees at bilingual high schools in Limbe. AGDGG wanted to track and curb misappropriation and losses of PTA funds partly due to lack of expertise and management training. In order to combat the corrupt practices AGDGG held working group sessions with professional facilitators who specialized in effective funds management. They also created more project management groups, monitored the school management committees, created a Code of Conduct and a Code of Ethics. A website was designed as well. Preventing Leakage of Anti Malaria medicines in Uganda's Health Sector: Lira District | THEMES(S): Health GRANT AMOUNT: $35,000 This project was implemented by Anti Corruption Coalition Uganda (ACCU) in partnership with Uganda Law Society (ULS) with the support of Northern Uganda Anti Corruption Coalition (NUACC). The purpose was to reduce leakage of free malaria medicines by monitoring of the supply chain from the National Medical Stores (NMS) to the public health centres. The overall goal of the project was to improve public access to free malarial medicines destined for selected health centres in Lira district. Monitored the supply of drugs and the functioning of 8 health centres in Lira District which revealed malpractices in the State-Owned Enterprises that delivered drugs (especially anti-malarials) to public health facilities and in the company that supposedly manufactured low-price generic drugs. Enhancing transparency and probity was the starting point but this evolved to a participatory budgeting element. The mayors agreed to allow ASYOUSED to work with the local communities to draw up their priorities for the allocation of a portion of the budgets. For example, one village of Buéa had suffered a recent cholera epidemic and their top priority was a proper water supply with a protected connection to the local spring. ASYOUSED has good rapport with the mayors and councilors (who appreciate the guidance and training they have provided) as well as the communities and it appears that the councils have actually implemented the priorities selected by the communities. Improve the Implementation of the National Anti-corruption Strategy | THEME(S): Anti-corruption GRANT AMOUNT: $30,000 Starting in 2005 the Government of Moldova adopted and implemented a National Anti-Corruption Strategy (NAS). Assessments done by TI-Moldova show that many parts of these laws and programs have not been implemented due to lack of implementation mechanisms and badly written laws with discrepancies. In response, TI Moldova focused on monitoring the implementation gaps* unresolved from former years’ incomplete action plans. Monitoring Campaign Financing of the 2011 Election | THEME(S): Elections GRANT AMOUNT: $40,000 PTF’s sole partner, CIPPEC, is a highly professional and effective think tank. Only one of its three projects with PTF has been GTF-financed, but this builds on the strong foundations of the two previous projects. PTF accounts for less than 1% of its income, however CIPPEC emphasizes that its relations with PTF have helped it become accepted as an expert practitioner (not just academic commentator) on governance issues in Argentina. Most aspects of government in Argentina are highly decentralized to the province level, including running of elections, which are widely seen as suffering from corruption and political favouritism towards the ruling party, with very weak or ambiguous laws on political party financing and lobbying. Hence the GTF financed project is particularly relevant in monitoring campaign finance in the 2011 election and helping the province of Santa Fe (the third largest province) adopt a Single Ballot innovation, based on the Australian electoral system. This has been highly effective and other provinces are seeking to replicate it in future." Enhancing Capacity of School Management Committees in Monitoring Education Sector | THEME(S): Education GRANT AMOUNT: $25,000 The overall goal of the project was to contribute to improved management of school funds in the District of Manafwa, which was selected due to its low score on the United Nations Human Development Index. Monitoring funds allocated for building new schools and classrooms in Manafwa District, and strengthening the School Management Committees – parent-teacher bodies formally charged with oversight of the schools, but which in practice were non-functioning. This work (concentrating on schools that received construction grants under a World Bank program) exposed many cases of malpractice, especially with head-teachers and officials colluding with construction companies. In one case a construction company was forced to rebuild a shoddy classroom block as a result. Combating Corruption Through Citizen Participation - Phase I | THEME(S): Health GRANT AMOUNT: $18,350 Samuhik Abyiyan, a CSO founded in Kathmandu, wanted to end the pervasive corruption in the countryside that prevented local Nepalese from receiving the free health care promised by their government. PTF approved a grant and provided guidance in helping them strengthen community involvement in monitoring their health care services. Through their work with volunteers and through their collaboration with the National Vigilance Center (NVC), health care access became easier. Patient visits increased by 50 percent, and the poor received 85 percent of their free medical prescriptions, as reported by Samhik Abhiyan. Monitoring Corruption in the Medicine Delivery Chain | THEME(S): Health GRANT AMOUNT: $35,425 The CSO the National Citizen’s Movement for Free Elections (NAMFREL) from the Philippines was PTF’s partner in the “Medical Monitoring Project” which was funded by the PTF in two phases between 2008 and 2011. The project was concerned with corruption in the delivery of health services, and established a citizen monitoring system as a remedy. NAMFREL worked with hospitals and Centers for Health Development (CHDs) to create a monitoring system to promote transparency and efficiency in procuring and stocking medicines. Previously, inefficient procurement processes, inadequate deliveries, inequitable distribution, and improper storage resulted in poor availability and affordability of medicines. Fighting corruption in Public Health Services | THEME(S): Health GRANT AMOUNT: $27,000 The project goal was to initiative such activities so that the level of corruption in the public health services in Moldova is decreased. In addition the project aimed at raising patients' awareness of their rights and implementing of anti-corruption mechanisms in the Polyclinic in the Ministry of Home Affairs in Moldova. PAWLA’s focus was to use this project, to bring about systematic improvements to help expose and deal with corruption. PAWLA did not seek to catch wrongdoers in this project, but rather to develop local systems and procedures that minimise the risk of future corruption in the collection and distribution of IGF. Enhancing Internal Supervision of Local Governments | THEME(S): Public Sector Management GRANT AMOUNT: $27,930 There was research showing serious shortcomings in the supervision practices of local governments in Estonia so the project objectives focused on changing supervision practices in 6 municipalities and the nationwide replication of improved practices. Strengthening the internal control capacity of local governments was done through analyses, interviews, consultations, best practices proposals and compiling a self-assessment tool. As a result of the project, a manual was published explaining the legal and ethical aspects of corruption and emphasizing the importance of corruption prevention. A training program consisting of 4 seminars on anti-corruption regulations was carried out as well for the six selected local governments. Some of the most important achievements of the project were: offering free help and training, fostering anti-corruption cooperation between local governments, attracting media's attention to corruption-related issues and making successful suggestions to the new anti-corruption law. Transparency in State Subsidies to Private Initiatives in Chile | THEME(S): Private Sector, Public Sector Management GRANT AMOUNT: $20,750 One of the most sensible issues in Chile is citizen access to information related to public funds that, by regulations or by law, are aimed to support civil society initiatives, so called “Public Subsidies”. The general purpose of the project was to promote transparency and an efficient system based on probity and disclosure of information about public subsidies. The purpose was to prevent corruption and political favoritism within the public agencies that manage public funds, as well as to promote the participation of civil society in the management and social control of such funds. Reducing Corruption in the Health Sector, Orissa | THEME(S): Health GRANT AMOUNT: $21,000 The project goal was to check the corruption in implementation of public health services at local government level. Abra Water and Irrigation Systems Watch | THEME(S): Water and Sanitation, Infrastructure GRANT AMOUNT: $24,775 They established the Abra Water and Irrigation Systems (AWIS) Watch Project utilizing a PTF grant. The monitoring of the construction of a road was initiated as part of that project. Workers on the road were insisting that they had used more cement in the concrete mixture of the road than observers counted, and the workers refused to allow the monitoring committee to count the empty cement bags to confirm. The monitors noted the consistency of the cement and later witnessed that as an end result, the road developed serious cracks. The CCAGG brought in government expert investigators who bored several holes in the road to test the composition of the cement. The organization persuaded the Department of Public Works and Housing to establish a process for sanctions when work was completed at sub-par levels. While the contractor pleaded with CCAGG to withdraw their complaint, the CCAGG pressed forward. The tests found that the concrete mix failed to pass regulation in compressive strength by large margins, and that the cracks could indeed be attributed to the poor-quality concrete. They also found that the workers had cut corners on almost every aspect of the construction and determined that the contractor should replace the entire section of road at his own expense. A material engineer would be required to monitor the concrete mixture, and then write up the deficiencies of the project still remaining after the observation period. The project contractor eventually resigned, and the monitoring and accountability measures established during this project remained in place to prevent any further abuses. The project experienced delays due to the arrival of the rainy season in Cameroon and the arrest of the Project Officer due to unconnected events leading to the loss of data and materials. Despite this, GNGG produced a greater awareness among the public, as well as greater appreciation and respect for CSOs. The billboards serve as constant reminders of the project and of the effects of corruption. The high visibility achieved served as the perfect soil for public discussion and education of the public in general about abuse of power, corruption, international standards, and proper management of sports organizations in Cameroon. Combating Corruption in Rajastan with RTI | THEME(S): Capacity Building for Civil Society Organizations GRANT AMOUNT: $24,400 The project had 5 main objectives: a) to generate awareness and encourage the common citizens towards application of RTI Act as a tool in addressing corrupt practices in the governance, b) to empower CSOs and the vulnerable sections at the grassroots in curbing corrupt practices by improving functioning of the existing accountability mechanisms and legal measures, c) to advocate with the policy makers to sharpen further specific tools, i.e. the RTI Act, the Citizen Charters and the Lokayukta Act, d) to reveal the corrupt practices and exposing corrupt officials of some selected departments and to assess the project outcomes in a much deeper way to showcase the success stories for wider dissemination and replicating the model in Rajasthan and elsewhere. To combat these issues NurJolBer held six public roundtable discussions and participants were encouraged to suggest ways to combat corruption. Textbook Phase III | THEME(S): Education, Public Sector Management, GRANT AMOUNT: $22,555 G-Watch and the Department of Education initiated Textbook Count 2. The NGO coordinated a network of CSOs to track 37 million textbooks, valued at 1.5 billion pesos (US$30 million), to 5,500 delivery points. The tracking effort improved the delivery rate, but 21 percent of the textbooks were delivered only to district warehouses, and the more rural elementary schools lacked the means to retrieve them. The civil society and private sector also helped in monitoring the bidding, production, delivery and onward distribution of textbooks from districts to elementary schools. The ultimate goal was to improve the condition of the education sector by ensuring the delivery of textbooks to public school. Assessing Governance for Eliminating Corruption in the Health Sector | THEME(S): Health GRANT AMOUNT: $23,183 Heartfile is an organization focused on mainstreaming health reforms in Pakistan. The objective of the project was to carry out an anti-corruption intervention in one health facility setting drawing on the existing evidence of corruption in the health sector with the goal of developing assessment and intervention tools that can later on be used in other health facilities of the province. A serious anti-corruption policy warrants for actions at three levels - political will, collection action and leveraging technical knowledge and practical action. Study findings were presented at a National Meeting in 2007 chaired by the Prime Minister of Pakistan. Promoting Transparent Elections: Monitoring Misuse of Social Programs | THEME(S): Elections GRANT AMOUNT: $24,000 To combat hunger and misuse of public funds in social programs in Ecuador, Grupo FARO and Alimentate Ecuador with the financial aid of PTF united to address these issues. This project focused on improving the management aspects and reduce clientelistic use of public funds in social programs. As a result an important agreement was signed to prevent the valuable resources of social programs be used for political manipulation during the 2006 Presidential Elections. Grupo FARO and other civil society organizations were committed to monitoring compliance with the agreement. The public promotion of the initiative included 2000 posters, 7 radio interviews, 3 TV interviews, newspaper articles and publications, with some outcomes being: generating internal policies of some social programs, raising more awareness of the need to have transparency in the use of public funds and carrying a nationally publicized campaign for the adequate use of public funds. Raising Public Awareness of Corruption | THEME(S): Capacity Building for Civil Society Organizations GRANT AMOUNT: $18,000 The Ghana Integrity Initiative conducted a study to determine Ghanaian citizens' perceptions of corruption, the most corrupt institutions, and knowledge of institutions fighting corruption. To make these determinations, GII used face-to-face interviews and a structured questionnaire survey. From this survey it was discovered that over 90% of those asked felt that corruption was prevalent in Ghana. The report captured the views of 900 residents, the main objective of the project being to measure the perceived degree of bribery and corruption, to find out the most perceive corrupt institution(s), to assess respondents' knowledge of key institutions in the fight against bribery and corruption and to solicit remedies for policy makers and stakeholders in their attempt to mitigate corruption. Out of 900 respondents interviewed, 90.1% considered corruption as a serious problem. Some suggestions given to minimize the level of corruption were: working people to be paid realistic salaries, poverty-reduction strategies to be enhanced, trainings to be conducted on how to avoid greed and be loyal to the state, and more employment opportunities to be created for the youth. The first step in this enactment was tracking primary education expenditures in the Masaka district (central Uganda). Strengthening Investigative Journalism | THEME(S): Education GRANT AMOUNT: $22,000 Ética y Transparencia proposed the creation of a master’s degree program in investigative journalism at Nicaragua’s prestigious Polytechnic University, to train journalists to detect government corruption. However, Ética y Transparencia lacked the experience to design and implement an appropriate curriculum, the classes conflicted with the schedules of many journalists, and Ética y Transparencia’s relationship with the university soured on a number of issues. Eventually, the master’s program was downgraded to “specialization” and many of the students dropped out of the program. Ética y Transparencia ended its involvement in higher education. Assessing a Decade of Citizen Charters | THEME(S): Research GRANT AMOUNT: $25,000 The Public Affairs Centre (PAC), Bangalore, India requested financial support from PTF for a project to review and publicize the effectiveness of 'citizen's charters' in India. There are an estimated 600 such charters designed to inform citizens about functions of different departments and agencies and how they can access their services. Mapping Forest Corruption | THEME(S): Natural Resources GRANT AMOUNT: $17,500 The specific objectives of the project were to build citizen awareness, pilot a practical risk management methodology to identify and measure corruption risks in forestry and use of soil controls, to prepare a risk prevention and action plan for environmental control and publish a manual on how to implement the tool. In pursuit of these goals TI-Costa Rica undertook a pilot study in three vulnerable conservation areas - Osa, Huetar Norte and Tortuguero. An important benefit achieved was a training for citizens and officials introducing them to risk mapping as an effective instrument in fighting corruption. Combatting Corruption in the Electoral Process | THEME(S): Elections GRANT AMOUNT: $22,000 The African International Group of Political Risk Analysis (PORIS) received funding from PTF to conduct field-based studies into the perception and existence of corruption in the electoral process of Tanzania. Even though Tanzania transitioned from a one-party to a multi-party state, the same group maintains the large majority of financial resources and political influence, holding 80-90% of Parliamentary seats. Due to the transition to a multi-party system, competition has increased, dramatically increasing the money needed for a political campaign, favoring the party in power, which has the support of the business sector. Through interviews and focus group discussions, citizens revealed how the ruling party uses bribes and intimidation in elections, and how there exists wide-ranging corruption in the political system. Integrity Pact for Solok District | THEME(S): Procurement GRANT AMOUNT: $12,500 The main objective of the project was to facilitate the main stages of preparation, compilation, signing and socialization of the Integrity Pact of the Local Government of Kab. Solok. In order to achieve that workshops, trainings and meetings were carried out. In order to sharpen results of the workshop on Strategic Plan and the introduction of Integrity Pact on July 21 – 23, 2003 it was followed up with the Workshop on and Training in the Integrity Pact in goods and service procurement on September 5 – 7, 2003. The workshop was held in Bukittinggi, West Sumatra. The main result of the workshop was several recommendations, among other things, on: 1. The formation of The Solok Integrity Pact Team 2. The preparation of the obligation list for the Integrity Pact Team to sharpen and revise the Integrity Pact containing, among other things, the following Formulations: a. The formulation of Integrity Promise clauses for both bureaucrats and business actors; b. The formulation of (formal and non formal) Institutionalization and work mechanism of the Integrity Pact Monitoring Team and Procurement Mechanism; c. Conflict resolution and complaint follow-up mechanism formulation; d. Mechanism of protection on the reporting witnesses, e. Sanctions and incentives for tender committees and bidders. The result of the joint Working Meeting of the Integrity Pact Team of Kab. Solok facilitated by TI Indonesia was the preparation of initial concept and draft of the Integrity Pact of the Local Government of Kab. Solok containing 7 basic principles of the Integrity Pact, namely: Agency and Government Commitment Formulation, Bidder and Private Sector Commitment Formulation, Monitoring Team Institutionalization Formulation, Monitoring Mechanism Formulation, Complaint Mechanism Formulation, Conflict Resolution Mechanism Formulation, Witness Protection Mechanism Formulation, Sanction Formulation and Incentive Formulation.
