PTF is co-funding a project with the Indian Development and Relief Fund (IDRF) to facilitate and complement local government’s efforts to provide immediate relief to migrant workers whose lives have been disrupted by the corona crisis in Ajmer. This will entail distributing grocery and hygiene kits to 880 households (4400 family members) of migrant workers and raising awareness on COVID19 and related social programs. CFAR will work with local governments to help identify marginalized migrant households and apprise them of the services and facilitate access to social safety net for those who are being excluded so that they can avail benefits beyond the transitional period. CFAR is represented in Ajmer City Task Force for COVID19 relief presided by the City Commissioner and District Collector and will carry out project activities in close coordination with this apex body.

They will also advocate with local and block and district government to recognize these poor and connect the benefits particularly the special assistance and other issues arising due to COVID19. The project supports civic engagement in the implementation of COVID19 funds and resources in Uganda with the aim of contributing to increased efficiency and economy. In December 2019, the European Union confirmed funding for a program in Malawi to enhance the capacity of CSOs to monitor public infrastructure procurement. The objectives of the program are to: (a) train and support CSOs to monitor public infrastructure procurement and analyze budget expenditures on public infrastructure; (b) ensure the Information Platform for Public Infrastructure (IPPI) is fully operationalized to enable compliance with regulations; and (c) promote dialog between duty bearers and CSOs aimed at improving performance in public infrastructure procurement.

Building a Coordinated Response to Prevent and Reduce Gender-Based Violence in Rajasthan, IndiaTHEME(S):Health

Rajasthan has long been acknowledged to be an area in India where women’s low status is a cause for concern. Gender based violence (GBV) is deeply rooted and embedded in the patriarchal traditions. Traditional authorities inhibit and deter mandated safeguards for the rights and entitlements of women, girls and marginalized groups. CFAR will implement a project beginning in January 2020 to reduce GBV by aiding communities to access and benefit GBV prevention and response services by:1) promoting effective citizen demand for and participation in ensuring a safe environment; 2) ensuring sufficient duty bearer capacity and sensitivity to uphold the rule-of-law and provide effective prevention and response services; and 3) establish effective coordination among service providers.

This project is a follow-on to the CAP program funded by PTF from 2014-2019. The updated program is designed to measure influencing factors of context, incentives and decisions surrounding the management of public health systems that taken together affect the availability and quality of public health services. The project name carried out by Zorig is 'Today or....it may be too late' with one primary goal - to bring the issue of fighting corruption to the forefront. The core of the project was to organize a contest on anti-corruption and involve prominent journalists, media representative and judges in preparing the contest guidelines, promote the contest announcement and attract citizens interest to the issue of combating corruption. Award winning essays were published in the daily newspaper Onoodor. The contest was widely publicized in the media and reached a wide number of people. As a result many people including participants in the contest learned about the issue of corruption and its damage to society as a whole.

The Nedians helped the government water board apply an Integrity Pact that was appropriate within the local context, complete with the necessary legal and technical framework.The winning bid for the project came in at $3 million below the KSBW engineers’ original estimate, which had been determined based on historical data prior to the implementation of the Integrity Pact. According to the Nedians, a group of engineers with extensive public works experience, the savings on the project amounted to $16.8 million thanks to the greater transparency in the awarding of contracts. Monitoring privatization of the telecommunications and water supply companiesTHEME(S): Water and Sanitation

In December 1999, Transparencia Paraguay (TP) was invited by the President of Paraguay to monitor the work of the National Secretariat of Reform in the privatization of the telecommunication and water supply companies, ANTELCO and CORPOSANA. The objective was to ensure a clear, open and transparent bidding processes for all participants, reducing inappropriate discretion of public officials in decision-making. TP saw this project as a way to build the confidence of the general public through the prior discussion of the bid documents, clear specification of the evaluation criteria and equal access to information. As a result of this project TP produced reports on: (a) bidding for contracting a consulting firm for the design of a strategic plan to open the telecommunications market (b) bidding for the contracting of an investment bank to advise the government on the process of private participation related to ANTELCO, (c) bid evaluation for the contracting of an investment bank to advise the government on the process related to CORPOSANA, (d) bidding for contracting a law firm to advise the government on both privatizations, and (e) contracting a public relations firm with respect to both privatizations. TP was also present at 12 bid openings.

This report is based on a one year pilot interventional study undertaken by Jananeethi in Thrissur District of Kerala which was implemented with the support from Partnership for Transparency Fund (PTF) U.S.A. The broader objective of the study was to improve operational quality and efficiency of healthcare services reducing corruption in health service delivery. The report is exploratory in nature rather than being a statistically rigorous study focused on specific institutions and stakeholder groups. The study was conducted through academic research and field work. Tangible Results: a) Shortcomings and irregularities in the Public Health Delivery system were identified, analyzed and documented. b) Physical Improvements in the functioning of hospitals. c) Improvements in the cleanliness of the hospital premises, specially the toilets. d) Hospital Staff became more cordial in their behaviour and approach to patients. e) Hospital Management Committee members are trained and sensitized. f) Highly enthusiastic and motivated Local Self Government Institutions and Hospital Administration. g) Membership for Jananeethi in two committees constituted for the development of Irinjalakuda Taluk Hospital and Vellanikkara Community Health Centre. h) Pending proposal to include Jananeethi in the Hospital Management Committee of Community Health Centre, Vellanikkara. i) Higher awareness on patient rights and services available to the patients through display boards and information dissemination. j) Greater Community participation in the functioning of hospitals and its development. k) Two new LAB in the districts of Ernakulam and Thrissur for quality analysis of drugs.

The project focused on providing a first-step solution to one of the biggest problems in the country - the lack of transparency and fair play in procurement procedures. This was achieved by establishing an interactive tool followed by a specialized website to answer enquiries on procurement legislation and regulations. The intended users were lawyers, companies potential participants in future tenders, journalists, civil society organizations, and more. This was intended to be the first phase of a long-term project to evolve into a legal and civil actions whistleblowing platform.

Delhi State Government sought the help of TI-India, a local civil society organization, to tackle endemic corruption. A study was piloted in a few selected offices located in Delhi with the aim of developing a realistic anti corruption action plan which can be tried out in these offices, and thereafter, extended to other departments in a phased manner. The departments selected for this project are Food and Civil Supply, Transport, Sales Tax, Health and Electricity and Water. The Delhi Development Authority and the Income Tax Department of the Government of India were also participating. The project started in April with the help of a grant from PTF (provided in two equal tranches).

Gender-Based Violence Regional TrainingTHEME(S): Gender

The Gender Based Violence project covered 4 Balkan countries (Albania, Bosnia and Herzegovina, Macedonia and Serbia) and came about in response to a request by network members for training on representation of victims of gender based violence. The objective of this regional initiative was to sensitize and train lawyers on the unique needs of the victims and their protection under domestic and international law. A comprehensive two-day course was held to raise awareness on the psychological dimensions of the crime and to sensitize lawyers to the unique dynamics of domestic violence as well as the impact trauma and violence have on children and their development. One of the biggest achiEvements of the project was bringing advocates and civil society together to work on common issues, which was particularly successful in Macedonia and Serbia.

With PTF support, between April 27 and May 9 2002 CSD held a series of six working meetings, which set out the main elements of a national anti-corruption strategy and reviewed draft anti-corruption legislation. These were summarized in a report that was considered at a National Workshop, which launched a new Coalition for Transparency. The Workshop, attended by 110 prominent personalities, endorsed the main themes of the report and made additional suggestions with regard to the proposed legislation. The Coalition now has 69 members consisting of parliamentarians, civil society and business leaders, Buddhist clergy and other distinguished figures in Cambodian society. Donor funding for a work plan is being sought and 1,500 copies of the Workshop proceedings have been distributed. The Coalition is now actively pressing for the passage of the anti-corruption legislation.

The main objectives of the project were to familiarize stakeholders with the printing and distribution process, to verify the quantity of printed school textbooks as per printing plan, to gather data and to make recommendations to improve the process. Moreover the CRC survey revealed that 45% of students reported receiving an incomplete set of textbooks.

The objective of this sub-project was to reduce incidence of Gender-Based Violence in the Province of Agusan del Norte by strengthening capacities of “duty bearers” and empowering women and children “rights holders”. The high rate of gender based violence is due the low prioritization of the issue by the local government agencies; and due to the lack knowledge, skills and attitude on gender sensitivity, leadership, advocacy, planning, budgeting and monitoring and human rights laws (esp. gender-related laws) among women, men and children rights holders, duty bearers and moral bearers. The key approach adopted by the sub-project is the institutionalization of Community-Based Support System (CBSS) that will help prevent and address gender-based violence through capacity enhancement and mobilization of communities (Rights Holders) and support groups (Duty and Moral Bearers).

The ‘Vijana Tumulike Ufisadi’ project sought to promote Kenyan youth taking action against petty corruption, particularly in the fund management under the education sector. Using the established Anti-Corruption Coalitions, we monitored the management of public funds budgeted for educational purposes and gauged the level of petty corruption existing in these processes. The SMS Interface Platform was used as the primary tool for collection of data and transmission of relevant information. Thus through the project, we believe that young people’s right to access to education was be safeguarded and the global aim of eradicating petty corruption was be promoted. The project was implemented in the three counties already specified: Nairobi County (Pumwani and Kibera areas), Isiolo County and Siaya County, through four established anti-corruption coalitions namely Nairobi North Anti-Corruption Coalition, Kibera Anti-Corruption Coalition Network, Siaya Anti-Corruption Coalition and Isiolo Social Audit Group. In view of the above, the Youth Agenda aimed to reach the overall objective of ensuring that Kenyan youth take action against petty corruption in the education sector, through technology (ICT). The specific objectives included: To change youth attitude towards petty corruption in the education sector by promoting youth ownership in the fight against corruption; To promote the use of technological innovations (including SMS and Social Media) as avenues of fighting against petty corruption; To establish a framework for strategic partnerships between the youth and the public sector.

Community Engagement in Fight against Corruption and Improve Service Delivery in Brahmapur city of Orissa, IndiaProject Objectives - To engage citizen monitor and civil society to monitor public service delivery (PDS, ICDS and DW) with the knowledge acquired during phase-2. To ensure qualitative and quantitative service delivery (PDS and ICDS) to the appropriate beneficiaries within the stipulated time. To promote good governance (transparency, accountability and participation) in Berhampur city of Orissa. Top three results: 1404 eligible but excluded households got Poor Left Out (PLO) ration cards in the project area. All 59 PDS shops in 10 wards follow all the stipulated rules and 78% of households getting safe drinking water in 13 slums. YSD engaged communities and citizens to monitor service delivery as a part of its attempts towards reducing corruption. Training was provided to volunteers and community members on corruption fighting tools like RTI, techniques of monitoring (Social Auditing) and advocate for transparency, accountability and improve service delivery. Networking was undertaken with the other NGO’s, intellectuals and media specifically with city level network (CAC) and district level network. As a part of the network, best practices, knowledge was shared apart from providing training to advocate and continue engage with service providers. The networking with other like minded CSOs, it appears, helped to build base for YSD’s fight against corruption.

Activities included leading CSO social audits to verify teacher attendance at schools, monitoring the number of school days offered per year and observing and recording notes on the way teachers are hired in order to decrease the hiring of unqualified teachers. There were training sessions for all CSO participants to support appropriate monitoring. The proposal was modest, and well within the capacity of ASJ/TH. It was well-defined, including clear sections on risks and results indicators. Consequently, the relevance and design of the project should be rated 4 (on a scale of 1-5). The project outputs were more than projected. Ten municipalities (instead of 8) were covered, 130 local participants (instead of 60) were trained, 250 copies (instead of 200) of the results report were distributed, 310 people participated at the press conferences, the results were published on 3 websites, there were 13 meetings (instead of 12) with representatives of public institutions, international organizations, and NGOs, and there were 8 (instead of 3) radio/TV programs, 4 (instead of 2) on-line publications, and 3 (instead of 2) mass emails. The documentation includes an informative Special Report on the Progress of the Teacher Testing and Hiring Process.

Civil society in the Philippines made a lot of effort to ensure transparent and accountable delivery of education services. G-Watch successfully institutionalized transparency and accountability mechanisms in the Department of Education education service delivery such as tools and technology for building capacities for citizens, communities and government officials. G-Watch generated important lessons in sustaining citizens participation in monitoring the government by implementing this project objective: Combating corruption through school-based monitoring of education services - Establishing local hubs. The Local Hubs served as intermediary groups providing capacity-building, monitoring tools, and serving as transmission belts for receiving feedback. At the end G-Watch produced a report called 'Lessons and Recommendations in Sustaining School-based Monitoring' which gathered lessons learned and experiences from past efforts in monitoring education services, pilot-testing of Local Hubs, recommendations from relevant stakeholders on drafting a strategy and action plan in sustaining a decentralized/school-based monitoring.

This is the second project awarded to the Soarta Community Association. The overall goal of the project was to reduce the corrupt behavior of students, teachers, parents, school administrators and government officials involved in the high school academic system in Soroca in order to improve the quality of the education system. This project built on the result of the first Soarta/PTF education project resulting in measurable reductions in corrupt practices within the education system. Soarta Community Association successfully penetrated the corrupt negative practices in the examinations procedures in 12 schools in Moldova and broadened the awareness of its successes to other secondary schools, parents' associations and the Ministry of Education in Moldova.

This was SAVE-Ghana’s second project with PTF, and this project targeted corruption at 7 schools in rural Ghana. Specifically, SAVE-Ghana targeted chronic teacher absenteeism, the practice of having “ghost teachers” on the payroll, schools collecting school fees from parents which the central government already pays, and the practice of teachers taking their students to the teacher’s farms and making the students work on the farms for the teachers. The proposal called for mobilizing stakeholders at the 7 schools by engaging, organizing, educating, local authorities, parent, and teachers, and by strengthening parent teacher associations and school management committees. One aspect of the plan was to include the monitoring of teacher absenteeism. The project was carried out through training workshops and meetings, as well as publicity generated through radio appearances organized by SAVE-Ghana.

The first project at the University of Buea focused on raising awareness about the problem of corruption, strengthening the internal mechanisms to curb corruption and launching a new strategy to fight corruption at the university. The second UB project built on the results from the first by broadening the political support for fighting corruption, mobilizing students and top managers and monitoring and tracking the progress made on anti-corruption measures identified under the first project. A whistle-blowing policy was put in place allowing students to file a claim anonymously. Two public billboards with anti-corruption messages were placed at the entrance of the university; trainings of student leaders on transparency, accountability and good governance and anti-corruption campaigns were carried out by Student Action Group.

Their plan of action was to implement a program for improving the capacity of school management committees at bilingual high schools in Limbe. AGDGG wanted to track and curb misappropriation and losses of PTA funds partly due to lack of expertise and management training. In order to combat the corrupt practices AGDGG held working group sessions with professional facilitators who specialized in effective funds management. They also created more project management groups, monitored the school management committees, created a Code of Conduct and a Code of Ethics. A website was designed as well. Among the activities accomplished were training workshops for School Management Board Members, monitoring a survey done on collecting data about corruption, public meeting to present the code of ethics and more. Project Objectives - Ensure that the global standards and best practices in Clinical Drug Trials on human participants are respected and strictly complied with in hospitals and relevant research institutions in Kerala State. Ensure that the victims of unethical and uninformed drug trials are adequately compensated as per norms prescribed. Create a critical mass in Kerala Society with respect to the ethical standards of clinical drug trials on human participants. Building Critical Awareness: Acknowledging that an informed public is the best defence against potential abuses, Jananeethi embarked on a multi-pronged approach to raise critical awareness. Focused and strategic activities carried out included: - Conducted weekly sensitization programmes on areas of public concern in clinical drug trials for medical and paramedical students and staff, community workers, elected representatives to local bodies, civil society organizations, media personnel, service providers etc. - Conducted quarterly workshops for medical practitioners, researchers, hospital managements and members of ethical (review) committees on best practices in clinical drug trials. - Prepared an ‘information kit’ in the local language (Malayalam) providing basic information regarding ethical standards and best practices in clinical drug trials.

This project was implemented by Anti Corruption Coalition Uganda (ACCU) in partnership with Uganda Law Society (ULS) with the support of Northern Uganda Anti Corruption Coalition (NUACC). The purpose was to reduce leakage of free malaria medicines by monitoring of the supply chain from the National Medical Stores (NMS) to the public health centres. The overall goal of the project was to improve public access to free malarial medicines destined for selected health centres in Lira district. Monitored the supply of drugs and the functioning of 8 health centres in Lira District which revealed malpractices in the State-Owned Enterprises that delivered drugs (especially anti-malarials) to public health facilities and in the company that supposedly manufactured low-price generic drugs. Small cases were addressed locally (such as in the Public Accountability Forums ACCU convenes), larger ones are referred to the Health Sector Anti-Corruption Working Group that ACCU helped to form with the Ministry of Health; it comprises officials as well as about 5 NGO representatives. Promoted citizen involvement in the municipal budgets of Buéa and Tiko. Enhancing transparency and probity was the starting point but this evolved to a participatory budgeting element. The mayors agreed to allow ASYOUSED to work with the local communities to draw up their priorities for the allocation of a portion of the budgets. For example, one village of Buéa had suffered a recent cholera epidemic and their top priority was a proper water supply with a protected connection to the local spring. ASYOUSED has good rapport with the mayors and councilors (who appreciate the guidance and training they have provided) as well as the communities and it appears that the councils have actually implemented the priorities selected by the communities. Starting in 2005 the Government of Moldova adopted and implemented a National Anti-Corruption Strategy (NAS). Assessments done by TI-Moldova show that many parts of these laws and programs have not been implemented due to lack of implementation mechanisms and badly written laws with discrepancies. In response, TI Moldova focused on monitoring the implementation gaps* unresolved from former years’ incomplete action plans. PTF’s sole partner, CIPPEC, is a highly professional and effective think tank. Only one of its three projects with PTF has been GTF-financed, but this builds on the strong foundations of the two previous projects. PTF accounts for less than 1% of its income, however CIPPEC emphasizes that its relations with PTF have helped it become accepted as an expert practitioner (not just academic commentator) on governance issues in Argentina. Most aspects of government in Argentina are highly decentralized to the province level, including running of elections, which are widely seen as suffering from corruption and political favouritism towards the ruling party, with very weak or ambiguous laws on political party financing and lobbying. Hence the GTF financed project is particularly relevant in monitoring campaign finance in the 2011 election and helping the province of Santa Fe (the third largest province) adopt a Single Ballot innovation, based on the Australian electoral system. This work (concentrating on schools that received construction grants under a World Bank program) exposed many cases of malpractice, especially with head-teachers and officials colluding with construction companies. Samuhik Abyiyan, a CSO founded in Kathmandu, wanted to end the pervasive corruption in the countryside that prevented local Nepalese from receiving the free health care promised by their government. PTF approved a grant and provided guidance in helping them strengthen community involvement in monitoring their health care services. Through their work with volunteers and through their collaboration with the National Vigilance Center (NVC), health care access became easier. The CSO the National Citizen’s Movement for Free Elections (NAMFREL) from the Philippines was PTF’s partner in the “Medical Monitoring Project” which was funded by the PTF in two phases between 2008 and 2011. The project was concerned with corruption in the delivery of health services, and established a citizen monitoring system as a remedy. NAMFREL worked with hospitals and Centers for Health Development (CHDs) to create a monitoring system to promote transparency and efficiency in procuring and stocking medicines. The project goal was to initiative such activities so that the level of corruption in the public health services in Moldova is decreased. Some of the activities to achieve these goals were: creation of an Anti-corruption Commission, surveys among patients and doctors, installation of an anti-corruption box in the building of the Polyclinic, adoption of the code of Anti-corruption Ethics of the Polyclinic of the Ministry of Home affairs and the publication of the collection of laws 'No corruption!'. PAWLA’s focus was to use this project, to bring about systematic improvements to help expose and deal with corruption. PAWLA did not seek to catch wrongdoers in this project, but rather to develop local systems and procedures that minimise the risk of future corruption in the collection and distribution of IGF. Through participatory and not confrontational means therefore, PAWLA used tracking as an action to directly, actually and credibly help minimise corruption.

There was research showing serious shortcomings in the supervision practices of local governments in Estonia so the project objectives focused on changing supervision practices in 6 municipalities and the nationwide replication of improved practices. Strengthening the internal control capacity of local governments was done through analyses, interviews, consultations, best practices proposals and compiling a self-assessment tool. As a result of the project, a manual was published explaining the legal and ethical aspects of corruption and emphasizing the importance of corruption prevention. A training program consisting of 4 seminars on anti-corruption regulations was carried out as well for the six selected local governments. Some of the most important achievements of the project were: offering free help and training, fostering anti-corruption cooperation between local governments, attracting media's attention to corruption-related issues and making successful suggestions to the new anti-corruption law.

One of the most sensible issues in Chile is citizen access to information related to public funds that, by regulations or by law, are aimed to support civil society initiatives, so called “Public Subsidies”. The general purpose of the project was to promote transparency and an efficient system based on probity and disclosure of information about public subsidies. The purpose was to prevent corruption and political favoritism within the public agencies that manage public funds, as well as to promote the participation of civil society in the management and social control of such funds. The project aimed to accomplish the following specific objectives: 1) Dissemination and systematization of legal regulations about public subsidies through the elaboration of a “Legal Framework for Public Subsidies Access”; 2) Creation of a Data Base including information of public subsidies managed by different agencies>: the Fund for Solidarity and Social Investment (FOSIS), the Livestock Development Institute (INDAP), Chile Sports, National Fund for Culture and the Arts (FONDART); 3) Construction of a Transparency Index of the public subsidies management, that will be applied in the selected public offices, which will allow to classify the level of transparency in each one of the them; 4) Elaboration of proposals for legal reforms with new procedures and measures aimed to achieving a unified and transparent system of public subsidies; 5) Broad dissemination of the findings via different channels, especially to civil society organizations and those potential beneficiaries of the Public Subsidies, as well as to public officers and decision makers.

The project goal was to check the corruption in implementation of public health services at local government level. The two main objectives were: to check corruption in public expenditures on health in Khariar block and to ensure corruption-free Health Services are availed, as mandated, under NRHM and made available to poor households of 10 Panchayats in the selected block. Some outcomes were: 62 Durnity Borodhy Manch (citizens against corruption forum), with over 500 trained members, formed in first year of the project service providers are reported to have stopped charging corruption tax saving Rs 3,000 per year per household. As a result of project the GKS formed in all 64 villages covering 12,394 households and GKS meetings were attended by most villagers. The resulting outcomes are: (i) service providers visit villages more often and provide more quality and quantities of services; and (ii) problems and issues in service delivery were discussed in 10 Panchayat level public hearings and are solved in a more cooperative manner.

This was a pilot project carried out in Bangalore aiming to address the corruption in the public distribution system in urban slums. The three specific project objectives were: to identify and build the capacities of 30 community-based groups to monitor effective provision of services, to increase awareness among the public on the issue of corruption in PDS and to set a model in citizen participation in PDS distribution which reduces opportunities for corruption. As a result, improvement in the delivery of PDS in the intervened areas was achieved, 30 PDSMCs were formed as well.

The goal of the project was to contribute towards reduced corruption in the processes of National Rural Employment Guarantee Scheme (NREGS), Swarnajayanti Gram Swarojgar Yojana (SGSY) and Indira Aawas Yojana (IAY) implemented by the Panchayati Raj and Rural Development. The project was implemented in two districts namely, Tonk under Ajmer division and Jaipur under Jaipur division. The specific objectives were - Reduced incidence of bribery/corruption experience by the project area citizens for service delivery under the targeted schemes of the Panchayati Raj Institutions (PRIs) and Rural Development Department; Transparency and accountability in the target schemes increased through increased through RTI act; Citizens in the project area to be able to obtain corruption free services through empowered network of Consortium of Groups for Combating Corruption (CGCCs), Civil Society Organisations (CSOs) and other interested citizens that conduct advocacy at multiple levels and play the role of ‘watchdog’. Some achievements were - Orientation of CGCCs and CSOs representatives and strategy formulation, task assignment, and target setting for them; Supportive monitoring and periodic evaluation of activities, targets and tasks assigned to CGCCs or CSO representatives; Establishing RTI Advisory and information Centre (RAIC) at CUTS and providing guidance; and following up the users to know about their satisfaction level, corruption freeness and time taken in resolving the problem.

The main corruption problem being addressed with the project was bribery in basic public service delivery (e.g. water supply, land record, etc.). Hence, the main project objectives were to enable citizen monitoring of basic service delivery, to build capacity of citizen groups by utilizing the right to information and to advocate for proactive disclosure of information, provision of grievance redressal and institutional reforms for reduction in bribe/petty corruption to ensure transparency and accountability. Some of the greatest outcomes include: six citizen monitoring committees were formed and trained to monitor service delivery, 28% decrease in bribe due to service delivery norms and procedures disclosed and disseminated, more empowered citizen groups to monitor more efficiently public delivery service.

They established the Abra Water and Irrigation Systems (AWIS) Watch Project utilizing a PTF grant. The monitoring of the construction of a road was initiated as part of that project. Workers on the road were insisting that they had used more cement in the concrete mixture of the road than observers counted, and the workers refused to allow the monitoring committee to count the empty cement bags to confirm. The monitors noted the consistency of the cement and later witnessed that as an end result, the road developed serious cracks. The CCAGG brought in government expert investigators who bored several holes in the road to test the composition of the cement. The organization persuaded the Department of Public Works and Housing to establish a process for sanctions when work was completed at sub-par levels. While the contractor pleaded with CCAGG to withdraw their complaint, the CCAGG pressed forward. The tests found that the concrete mix failed to pass regulation in compressive strength by large margins, and that the cracks could indeed be attributed to the poor-quality concrete. They also found that the workers had cut corners on almost every aspect of the construction and determined that the contractor should replace the entire section of road at his own expense. A material engineer would be required to monitor the concrete mixture, and then write up the deficiencies of the project still remaining after the observation period. The project contractor eventually resigned, and the monitoring and accountability measures established during this project remained in place to prevent any further abuses. The project had three main objectives: raising awareness among pupils, teachers, parents and school administration of educational corruption and its effects; monitoring the examination process to prevent corruption in 12 lyceums in the Rayon Soroca and establishing institutional changes of disciplinary action for bribe-taking and bribe-giving in the educational domain in the Rayon Soroca. A wide range of mechanisms and tools were used in order to achieve these goals some of which were: monitoring exams, surveys and questionnaires (3000 pupils were questioned), group meetings, quarterly financial/narrative reports, promotional leaflets and nine public hearings.

This project elaborated further the work done during the first project on tackling academic corruption. Some of the most ambitious project objectives were: to implement transparent methods of financing of universities, to implement the national mechanism for resisting university corruption, to initiate the development of Honor Codes in the State University of Taraklia, to assist with the realization of the National Anti-Corruption Strategy, to strengthen the partnership between NGOs, the University of Taraklia and the mass media. The activities performed in order to achieve the project goals can be summarized as follows: round-tables, establishment of the Anti-corruption Council, establishment of an Independent Anti-corruption Commission, collaboration with the Moldova Ministry of Education, implementation of transparent mechanism of exams administration, seminars for students devoted to academic integrity and fighting corruption, organization of the conference 'Education and Corruption' and other activities involving students and academic professors.

The project developed the University of Buea Anti-Corruption program which had the following key objectives: to raise more awareness about corruption in the university, to strengthen the newly-formed UB anti-corruption and ethics sub-committee and to launch a new strategy to fight corruption in the university. Some of the biggest issues addressed were: the university budget tracking, professional misconduct, recruitment, financial mismanagement. Among the greatest achievements of the project were - gaining support at political level for replicating successful anti-corruption efforts, media attendance and coverage, and strengthening the university internal mechanisms for curbing financial mismanagement, an issue taken more seriously now by the university authorities.

Project Goal - To improve active participation of society significantly in BOS fund management monitoring to encourage education budget efficiency at school level. Project Objectives - 1. The fund abuses are identified and monitoring model is developed to push the improvement based on these findings. 2. Improved participation capacity of community organizations in revealing various violations of education fund management at school level. "Corruption in the education sector in Indonesia is becoming a more pressing issue given the substantial increase in public funds channeled into this sector, after the national constitution mandated an education budget of - at least - 20 percent of the national budget, starting from 2009. However, corruption and inefficiency in the education sector are significant and anti-corruption initiatives are few. Despite the increasing budget allocation for the education sector, students do not achieve desirable results; dropout rates and effective costs to students are high. This project focused on developing a monitoring mechanism and empowering community groups to monitor special government funds expenditures in West Bandung Regency. The project successfully developed a monitoring model to identify misuse of funds and sources of corruption and enhanced the capacity of local citizen groups in the region to better monitor education expenditures." This National Foundation for Democracy and Human Rights in Uganda project focused on corruption in the police force and preserving the integrity of the police. NAFODU planned to hold ethics training workshops throughout southwest Uganda with the goal of developing a code of ethics for the officers. In addition, NAFODU planned a radio campaign to discuss police corruption with senior police officers. NAFODU developed a good relationship with the police in this region and valued the police valued NAFODU staff. The radio programs were beneficial in that the citizens were able to discuss directly with the police their concerns. The activities performed in order to achieve the project goals were conducting a survey (200 respondents), radio programs, police ethics training sessions and SMS campaigns to broadcast information to the general public.

The Global Network for Good Governance, in collaboration with the Ministry of Sports and Physical Education, sought to fight corruption in sporting organizations by raising awareness with a three-day workshop, toolkit, billboards, and media reporting. The project experienced delays due to the arrival of the rainy season in Cameroon and the arrest of the Project Officer due to unconnected events leading to the loss of data and materials. Despite this, GNGG produced a greater awareness among the public, as well as greater appreciation and respect for CSOs. The billboards serve as constant reminders of the project and of the effects of corruption. The high visibility achieved served as the perfect soil for public discussion and education of the public in general about abuse of power, corruption, international standards, and proper management of sports organizations in Cameroon.

PTF signed a grant agreement with Youth for Social Development (YSD) on 26 February 2008 for $15,000. Background and objectives. The YSD, based in Brahmapur, is a not-for-profit, independent social research and development organization established by a group of professionals undertaking research, advocacy, education, training, consultancy, documentation and participatory community development actions in the areas of sustainable livelihood promotion (Microfinance), strengthening people’s participation (PRI development), influencing public policy and finance and improving quality of governance (using Citizen’s Report Card, Right to Information and Budget Analysis). The project aimed to assess the level of corruption at the local level and encourage the citizens to raise their voice against corruption to improve public service delivery. More specifically, it aimed to: construct an Urban Corruption/bribery index; disseminate a report through a public forum and the media; establish a city level alliance against corruption; publish an anti-corruption handbook; and set up an anti-corruption helpline for citizens. br>

SaveGhana received aid from PTF for the purpose of monitoring the 2008 presidential election in two constituencies. In what was projected to be, and was, a close election, SaveGhana wanted to assess the level of fraud in the electoral process using volunteers to monitor the polling stations in the two constituencies. Despite some irregularities relating to minors, lost IDs, etc., the elections were found to be fair and free.

The aim of the project was to promote transparency of property rights in Albania and to increase public understanding of the legal framework regulating property rights and the violations and shortfalls of this framework caused by corruption. The project also developed a tool to monitor the implementation of the legal framework. This tool was piloted by the project and made operational on a larger scale. Data were collected on public perceptions of corruption of property rights. The project drew on the experience of NGO’s and responsible officials at central and local levels as well.

The main objective of this project carried out by TOBSPA and funded by PTF was to implement a program for corruption awareness and prevention in the Philippines through a governance camp and follow-up activities for Boy Scouts. The GovCamp project aimed at showing the importance of youth involvement in good governance on a national scale. Youth participation gained credibility and grabbed the attention of institutions that can play a strategic role in good governance. At least 23 organizations have emerged as new crusaders for good governance as a result of the GovCamp project.

The project had 5 main objectives: a) to generate awareness and encourage the common citizens towards application of RTI Act as a tool in addressing corrupt practices in the governance, b) to empower CSOs and the vulnerable sections at the grassroots in curbing corrupt practices by improving functioning of the existing accountability mechanisms and legal measures, c) to advocate with the policy makers to sharpen further specific tools, i.e. the RTI Act, the Citizen Charters and the Lokayukta Act, d) to reveal the corrupt practices and exposing corrupt officials of some selected departments and to assess the project outcomes in a much deeper way to showcase the success stories for wider dissemination and replicating the model in Rajasthan and elsewhere.

G-Watch and the Department of Education initiated Textbook Count 2. The NGO coordinated a network of CSOs to track 37 million textbooks, valued at 1.5 billion pesos (US$30 million), to 5,500 delivery points. The tracking effort improved the delivery rate, but 21 percent of the textbooks were delivered only to district warehouses, and the more rural elementary schools lacked the means to retrieve them. The civil society and private sector also helped in monitoring the bidding, production, delivery and onward distribution of textbooks from districts to elementary schools. The ultimate goal was to improve the condition of the education sector by ensuring the delivery of textbooks to public school.

Assessing Governance for Eliminating Corruption in the Health SectorTHEME(S): Health

Heartfile is an organization focused on mainstreaming health reforms in Pakistan. The objective of the project was to carry out an anti-corruption intervention in one health facility setting drawing on the existing evidence of corruption in the health sector with the goal of developing assessment and intervention tools that can later on be used in other health facilities of the province. A serious anti-corruption policy warrants for actions at three levels - political will, collection action and leveraging technical knowledge and practical action. Study findings were presented at a National Meeting in 2007 chaired by the Prime Minister of Pakistan.

To combat hunger and misuse of public funds in social programs in Ecuador, Grupo FARO and Alimentate Ecuador with the financial aid of PTF united to address these issues. This project focused on improving the management aspects and reduce clientelistic use of public funds in social programs. As a result an important agreement was signed to prevent the valuable resources of social programs be used for political manipulation during the 2006 Presidential Elections. Grupo FARO and other civil society organizations were committed to monitoring compliance with the agreement. The public promotion of the initiative included 2000 posters, 7 radio interviews, 3 TV interviews, newspaper articles and publications, with some outcomes being: generating internal policies of some social programs, raising more awareness of the need to have transparency in the use of public funds and carrying a nationally publicized campaign for the adequate use of public funds.

The Ghana Integrity Initiative conducted a study to determine Ghanaian citizens' perceptions of corruption, the most corrupt institutions, and knowledge of institutions fighting corruption. To make these determinations, GII used face-to-face interviews and a structured questionnaire survey. From this survey it was discovered that over 90% of those asked felt that corruption was prevalent in Ghana. The report captured the views of 900 residents, the main objective of the project being to measure the perceived degree of bribery and corruption, to find out the most perceive corrupt institution(s), to assess respondents' knowledge of key institutions in the fight against bribery and corruption and to solicit remedies for policy makers and stakeholders in their attempt to mitigate corruption. Out of 900 respondents interviewed, 90.1% considered corruption as a serious problem. Some suggestions given to minimize the level of corruption were: working people to be paid realistic salaries, poverty-reduction strategies to be enhanced, trainings to be conducted on how to avoid greed and be loyal to the state, and more employment opportunities to be created for the youth.

The Uganda Joint Christian Council used PTF grant money to establish the Citizens' Forum project aimed at increasing citizen participation and reducing corruption. The first step in this enactment was tracking primary education expenditures in the Masaka district (central Uganda). The project's overall goals were increasing transparency, creating space for an active civil society, promoting coordinated citizen participation, generating citizens' trust of the anti-corruption struggle and improving downward accountability from the government.

Ética y Transparencia proposed the creation of a master’s degree program in investigative journalism at Nicaragua’s prestigious Polytechnic University, to train journalists to detect government corruption. However, Ética y Transparencia lacked the experience to design and implement an appropriate curriculum, the classes conflicted with the schedules of many journalists, and Ética y Transparencia’s relationship with the university soured on a number of issues. Eventually, the master’s program was downgraded to “specialization” and many of the students dropped out of the program. Ética y Transparencia ended its involvement in higher education.

TI-Kyrgyzstan requested financial support of the Partnership for Transparency Fund (PTF) for a proposal to monitor use and possible abuse of of and by administrative resources in the Campaign for Parliament Elections in Kyrgyzstan in February 2005. The overall goal was improvement of democratic governance and functional democracy in Kyrgyzstan based on free and fair elections. The purposes of the activity were to draw public attention to abuse by an administrative resource during election, which endanger the development of democracy in the country. The project had to create and test a concrete technique and tools of monitoring for an administrative resource and carry out monitoring of abuses by an administrative resource during the election campaign for the parliament election in February 2005

The specific objectives of the project were to build citizen awareness, pilot a practical risk management methodology to identify and measure corruption risks in forestry and use of soil controls, to prepare a risk prevention and action plan for environmental control and publish a manual on how to implement the tool. In pursuit of these goals TI-Costa Rica undertook a pilot study in three vulnerable conservation areas - Osa, Huetar Norte and Tortuguero. An important benefit achieved was a training for citizens and officials introducing them to risk mapping as an effective instrument in fighting corruption.

Combatting Corruption in the Electoral ProcessTHEME(S): Elections

The African International Group of Political Risk Analysis (PORIS) received funding from PTF to conduct field-based studies into the perception and existence of corruption in the electoral process of Tanzania. Even though Tanzania transitioned from a one-party to a multi-party state, the same group maintains the large majority of financial resources and political influence, holding 80-90% of Parliamentary seats. Due to the transition to a multi-party system, competition has increased, dramatically increasing the money needed for a political campaign, favoring the party in power, which has the support of the business sector. Through interviews and focus group discussions, citizens revealed how the ruling party uses bribes and intimidation in elections, and how there exists wide-ranging corruption in the political system.

The main objective of the project was to facilitate the main stages of preparation, compilation, signing and socialization of the Integrity Pact of the Local Government of Kab. Solok. In order to achieve that workshops, trainings and meetings were carried out. In order to sharpen results of the workshop on Strategic Plan and the introduction of Integrity Pact on July 21 – 23, 2003 it was followed up with the Workshop on and Training in the Integrity Pact in goods and service procurement on September 5 – 7, 2003. The workshop was held in Bukittinggi, West Sumatra. The main result of the workshop was several recommendations, among other things, on: 1. The formation of The Solok Integrity Pact Team 2. The preparation of the obligation list for the Integrity Pact Team to sharpen and revise the Integrity Pact containing, among other things, the following Formulations: a. The formulation of Integrity Promise clauses for both bureaucrats and business actors; b. The formulation of (formal and non formal) Institutionalization and work mechanism of the Integrity Pact Monitoring Team and Procurement Mechanism; c. Conflict resolution and complaint follow-up mechanism formulation; d. Mechanism of protection on the reporting witnesses, e. Sanctions and incentives for tender committees and bidders. The result of the joint Working Meeting of the Integrity Pact Team of Kab. Solok facilitated by TI Indonesia was the preparation of initial concept and draft of the Integrity Pact of the Local Government of Kab. Solok containing 7 basic principles of the Integrity Pact, namely: Agency and Government Commitment Formulation, Bidder and Private Sector Commitment Formulation, Monitoring Team Institutionalization Formulation, Monitoring Mechanism Formulation, Complaint Mechanism Formulation, Conflict Resolution Mechanism Formulation, Witness Protection Mechanism Formulation, Sanction Formulation and Incentive Formulation.
