Local democracy and good governance continue to find their way as major contributors to local community development, as people also continue to make themselves get involved in community affairs and issues. Regular elections take place, and legislation is in place which enables some local autonomy over decision making, budget setting and service delivery in the locality. Even if we as a country has gone through several elections, local leaders are also capacitated but still many remain relatively weak and there is still strong national government oversight and monitoring. Resources remain limited at the local level and there is a real need to deepen local democracy to ensure that the local bodies are truly accountable and responsible to the communities that they serve, especially in the periods between local elections. This project endeavors to touch-base with the barangays and its constituents through a series of trainings and seminar-workshops involving the participation of barangay officials, local populace, and other key local government officials. It will likewise create some structures where citizens monitoring engagement and initiatives will be strengthened. The project shall help the local populace and barangay officials to understand the principles of effective local democracy and good governance and how this relates to local accountability. It will explore practical solutions for developing robust structures, tools to improve local accountability and decision making, and suggest initiatives and projects to help foster and support local democracy within the community.
