Final Report for the “Increasing the Integrity of Public Procurement in Moldova” Project Published

September 16, 2025: The final report for the “Increasing the Integrity of Public Procurement in Moldova” project was published today. The project, which focused on citizen-driven transparency and accountability in public procurement, was implemented in Moldova between September 2020 and April 2025. The $1.7 million project was funded by the US Department of State, with PTF as the grant recipient and IDIS “Viitorul” (IDIS) and as the implementing partner.

The project supported CSOs to monitor public procurement. Specifically, the project supported the monitoring of 288 procedures spread across 166 Contracting Agencies (CAs) in Moldova, monitoring 2.67 billion MDL (156 million USD) in public spending. These monitoring activities resulted in identifying 23 irregularities which were then submitted to the responsible CAs with a request for corrective action. In addition to such requests, 120 recommendations for improving procedures and systems were submitted to relevant agencies and the Ministry of Finance, of which 41 have been accepted (partially) for action and another 21 have already been acted upon.
